Is there any way you can achieve ?

@lovegx999 theres nothing in the code to do that, no.
you will have to just take their emails from the db and do it manually.

Any way to send notice to all at one go?

@Sarfaraz if you have your site setup to auto subscribe users to a specific account upon registration you can just broadcast a notice from that account.
