I don't usually build a changelog; it's usually written in the README.
Most of the major changes between 0.9.0rc2 and 0.9.0rc3 are invisible to users. We've got a major rearchitecture of our caching system; our offline daemons; and our notice inboxes. Except for improved performance and reliability, these shouldn't have much visibility to users and only minor changes for admins.
The main changes people will see are: better permissions process for location. You can turn off geolocation entirely, so that you never geolocate a notice. You can also turn it on and off for each notice on the Web.
Also, the semantics of repeats has been tweaked. Repeating something with a group address in it will not re-post that notice to the group, nor do repeats count as replies or appear in conversations. This has been driven by users.
There are some new plugins, especially the RSSCloud plugin, Blacklist, SubscriptionThrottle. There are some new configuration options and tools for admins. There's a new version page so you can see what version a site is running and what plugins are being used.
Overall I hope that this RC will be incremental and mostly give some improvements on the back end.
