Is it a personal or is it an admin feature?

yeah, that's what I did in the first place - but there are no readme :/

is a command line based or has it a browser interface?

@adam42 There's nothing really configurable, when it's added it will add a "Send me a periodic summary of updates from my network." option to the user email settings page.
